CC license that remains full rights but allows use in a Neural Net (Machine Learning Project)

In the first two cases, there probably are people here with opinions/assistance to offer.

In fact you are asking for a Creative Commons license that basically allows the images to retain their "All Rights Reserved" status, which is a contradiction in itself.

As I see it you will need to choose from the six different CC licenses available:

creativecommons.org/about/cclicenses/

You are not restricted to CC licences. You can create any licence you want for the use of a photo. What liberties or restrictions you apply is limited only by your drafting abilities. Work out what licence you want (I have no idea because you have not explained things very well) and put it in the photo description.

In my opinion the best and most simple option would be to make arrangements with the image creators personally: get the terms clear (and in writing) and provide a link to the source plus a short explanatory reference.
